CONSTITUTION OF THE GRADUATE STUDENT COORDINATING COUNCIL OF ARMSTRONG ATLANTIC STATE UNIVERSITY

Article I. Name
The name of this organization shall be the Graduate Student Coordinating Council of Armstrong Atlantic State University, henceforth referred to as the “GSCC.”
Article II. Purpose
Section 1: The GSCC shall serve as the official governing body of the graduate students at Armstrong Atlantic State University and as the official liaison between the graduate student body and the University.
Section 2: The GSCC shall represent the graduate student body in all matters concerning academics, welfare, administration and services for graduate students.
Section 3: The GSCC shall serve as a forum for the discussion of matters pertaining to the welfare and concerns of graduate students.
Section 4: The GSCC shall foster unity among graduate students at Armstrong Atlantic State University by sponsoring social activities and other events.
Section 5: The GSCC shall help to support academic and professional development activities for graduate students.
Section 6: The GSCC shall also help inform the graduate student body of activities, events, and policies that directly impact them.
Article III. Membership and Representation
Section 1: Membership in the GSCC shall include all students enrolled in the School of Graduate Studies at Armstrong Atlantic State University who have paid the current graduate student activity fee.
Section 2: Membership in the GSCC shall not be extended to graduate students in the following categories: exempt and non-exempt employees, part-time and full-time staff and faculty of Armstrong Atlantic State University with the exception of Graduate Assistants.
Section 3: Program coordinators within each department shall select a representative for their program according to their own procedure. Each program shall be entitled to select one representative from their program.
Section 4: Program coordinators must notify the GSCC of their selection no later than August 1st at the beginning of each academic year. If a program fails to select a representative the GSCC shall exercise the right to appoint a representative from that department.
Section 4: Each program representative shall serve as the voting member of the GSCC on behalf of their department. Each voting representative shall have one vote.
Article IV. Council Officers
Section 1: The GSCC shall select as its officers a Chair and Vice Chair.
Section 2: The terms of office shall be for one year with no restriction of succession.
Section 3: The Vice President for Student Affairs and/or his or her appointed designee shall serve as advisor(s) to the Council.
Section 4: Officers may be removed from office for cause upon an affirmative vote of two- thirds (2/3) of the Council. If a vacancy occurs in one of the offices, the Council will appoint a new officer. The newly appointed officer must come from within the present Council.
Article V. Council Meetings
Section 1: The GSCC shall meet no less than once per month during each of the fall and spring semesters and as often as necessary to fulfill the Purpose stated in Article II.
Section 2: The GSCC shall meet during a consistent day and time each semester to be decided by the advisor(s) to the GSCC, the Chair and approved by the members each semester.
Section 3: Special meetings may be scheduled by a majority vote of the GSCC or at the discretion of the Chair with at least 48 hours notice to the membership.
Section 4: A quorum is more than one half (1/2) of the appointed GSCC representatives. The Chair shall vote only in case of a tie.
Section 5: Meetings shall be open to all graduate students and will be publicized on the GSCC website so that interested graduate students may attend.
Article VI. Council Duties
Section 1: The GSCC shall have the responsibility of formulating an annual graduate student activities budget. The budget shall be presented to the Vice President of Student Affairs for amendment or approval.
Section 2: The GSCC shall be responsible for the allocation of annual graduate student activity budget. These funds shall be distributed as the GSCC sees fit, in accordance with this Constitution and By Laws, the policies and procedures of Armstrong Atlantic State University, and the Board of Regents of the University System of Georgia with the mission to support and work in the best interest of the graduate student body.
Section 3: All accounts, financial records and transactions of the GSCC are subject to the audit or review by the Student Activities Committee or their desired at their discretion.
Section 4: The GSCC shall work with faculty and other campus committees to ensure graduate student representation.
Section 5: When appropriate, the GSCC shall collaborate with the undergraduate student government association in matters of joint concern.
Article VII. Duties of the Chair
Section 1: The Chair shall preside over all GSCC meetings and shall have ultimate responsibility for the proper observance of all responsibilities delegated to members of the GSCC. The Chair shall ensure that the GSCC representatives are fulfilling their duties to the best of their abilities.
Section 2: The Chair shall submit a status report outlining budget, goals, and overall progress at the end of each semester to the Vice President of Student Affairs or his/her designee.
Section 3: The Chair shall be responsible for overseeing the recording and distribution minutes of all Council meetings.
Section 4: The Chair shall ensure that proper records of the organization are maintained for archive purposes.
Section 5: Serve as the ex-officio student representative to appropriate University committees as defined by the Vice President of Student Affairs.
Section 6: The Chair shall serve as the official spokesperson in matters relating to graduate students.
Section 7: The Chair shall appoint graduate students to University committees as requested by the Vice President of Student Affairs.
Section 8: The Chair shall represent graduate students at University and community events and programs as requested by the Vice President of Student Affairs.
Section 9: The chair shall be paid a stipend of $1500 per semester (fall and spring only)
Article VIII. Duties of the Vice Chair
Section 1: The Vice Chair shall serve as acting Chair of the GSCC in the absence of the Chair.
Section 2: The Vice Chair shall assist the Chair with duties as requested.
Section 3: The Vice Chair shall help to oversee the preparation the yearly budget for expenditure of graduate activity fees.
Section 4: The Vice Chair shall monitor expenditures of graduate activity fees and report monthly to the Council.
Section 5: The Vice Chair shall be paide a stipend of $1000 per semester (fall and spring only)
Article IX. Elections
Section 1: Any Council representative shall be eligible for nomination to any office of the GSCC.
Section 2: Elections shall normally be held in April once per academic year. Should there be no eligible candidates at that time, elections shall be held in August.
Section 3: Nominations shall be open during the meeting prior to the election of officers.
Section 4: The candidate securing the majority of the votes from within Council representatives for each office shall be elected to that office.
Section 5: Candidates shall be sworn in immediately upon election to that office as outlined in the By Laws Article III, Section 1.
Section 6: Special elections for officers may be held throughout the academic year should a vacancy occur.
Article X. Chartering of Graduate Student Organizations
Section 1: All graduate student organizations shall follow the procedures for campus organization approval as outlined in the “Student Organization Policies.”
Article XI. Graduate Student Conduct
Section 1: The conduct of graduate students shall be governed by the Academic Honor Code of Armstrong Atlantic State University as outlined in the College Catalog.
Section 2: The GSCC shall ensure appropriate representation of graduate students on the Armstrong Atlantic State University student court as outlined in the College Catalog.
Article XII - Authority
Section 1: This Constitution shall not be subject to the authority of any other student organization, graduate or undergraduate.
Section 2: The GSCC shall make no policy, rule or other regulation which is in conflict with Armstrong Atlantic State University, the Board of Regents of the University System of Georgia or the state of Georgia.
Article XIII. By Laws
Section 1: The GSCC shall adhere to a set of By Laws, which detail the operating procedures of the GSCC.
Section 2: The By Laws shall be adopted and may be amended by approval of a 2/3 majority vote of the representatives of the GSCC.
Section 3: The By Laws may be amended by approval of a 2/3 majority vote of the representatives of the GSCC.
Article XIV. Amendments
Section 1: Amendments may be proposed by any GSCC representative.
Section 2: Proposed amendments must be made available in writing to all voting representatives at least one week prior to the vote.
Section 3: The Constitution may be amended by approval of a 3/4 majority vote of the representatives of the GSCC.
Section 4: Any substantive changes to this constitution must also be approved by the Student Activities Committee.
Article XV. Adoption
Section 1: Adoption of a new Constitution shall follow the same procedure as amendments to the Constitution as stated above in Article XIV.
Section 2: This Constitution and its amendments shall supersede all previous constitutions.
BYLAWS OF THE GRADUATE STUDENT COORDINATING COUNCIL OF ARMSTRONG ATLANTIC STATE UNIVERSITY
Article I. Council Representation
Section 1: There shall be a representative from each graduate program. Program representatives shall act on behalf of the best interest of the graduate students within their respective programs as well as on behalf of the entire student body.
Section 2: Representatives shall be responsible for notifying the graduate students in their respective programs of pertinent information disseminated from the Council at GSCC meetings.
Section 3: Representatives shall be expected to attend all meetings. If a representative is unable to attend a meeting, he or she shall notify the GSCC Chair in advance of their absence.
Article II. Planning Meetings
Section 1: All meetings shall be governed by the current practices of parliamentary procedure as found in Roberts Rules of Order.
Section 2: A quorum is more than one half (1/2) of the appointed GSCC representatives. The Chair shall vote only in case of a tie.
Section 3: Any request shall only be passed by approval of a simple majority vote of the representatives of the GSCC.
Section 4: Ex-Officio Council Members and Advisors may not vote.
Article III. Affirmation of Office
Section 1: Upon assuming the offices of Chair and Vice Chair the following affirmation shall be taken: “I, (full name), do solemnly affirm that I will uphold the Constitution of the Graduate Student Coordinating Council of Armstrong Atlantic State University, and that I will execute the duties of the office to the best of my abilities.”
Article IV. Referenda
Section 1: A referendum on any question may be called by a petition signed by at least twenty percent (20%) of the graduate student body. The Council shall be responsible for conducting all referenda
Section 2: A referendum vote by the graduate student body must be carried by a simple majority of the students voting.
Article V. Budget and Finance
Section 1: The GSCC shall operate off a budget from the student activities fees collected from graduate students predefined by the Vice President of Student Affairs.
Article VI. Funding Requests & Meetings
Section 1: The GSCC shall be responsible for implementing a funding process aligned with Article II, Section 5 and Article XI, Section 2 of the Constitution.
Section 2: A quorum is at least two-thirds (2/3) of the appointed GSCC representatives. The Chair shall vote only in case of a tie.
Section 3: A Funding request shall only be passed by approval of a two-thirds (2/3) majority vote of the representatives of the GSCC.
Section 4: Ex-Officio Council Members and Advisers may not vote. Non GSCC representatives cannot be present when voting on Funding Request.
