About Office of Sponsored Programs

The Office of Sponsored Programs (OSP) provides comprehensive support to members of the Armstrong community engaged in the preparation and submission of research proposals and the management of funded research projects. The Office assists faculty with the process of applying for external funding in support of professional, and creative activities including: basic research, applied research, fellowships, curriculum development, community outreach, international exchange, sabbatical support, and faculty-guided student research.

Potential applicants should contact the OSP as early in the process as possible. Note: applicants for federal funding must inform OSP of their intent to apply at least six weeks in advance of the due date (without advance planning, projects - particularly those submitted electronically - can be jeopardized).

At least seven working days before the date the proposal is due to the funder, you must submit to the OSP a final draft of your proposal and budget along with an Approval to Submit Proposal for External Funding Form signed by your chair and dean. OSP will review your proposal and then will submit it for approval to the Provost and Vice President for Academic Affairs and the Vice President for Finance. Once the final approvals are obtained OSP will arrange for delivery of the proposal to the funder.

Funding Assistance

OSP staff will provide resources and assistance in identifying funding sources. We will help you conduct searches to find grant opportunities and appropriate funders. We subscribe to several databases you can use to identify sources of funding, current RFPs etc. Faculty may also view a listing of additional internal and external funding sources through the following link: Additional Funding Sources

Proposal Development

  • Answer questions regarding University policies and procedures
  • Conduct one-on-one tutorials and grant writing workshops (please call for dates)
  • Act as liaison between sponsors and University personnel
  • Assist with Letters of Inquiry and/or set up informational conversations with program officers
  • Assist PI/project director with a concept paper to better conceptualize and focus an idea while it is still in the germination stage
  • Provide boilerplate language and standard attachments
  • Assist with budget development in compliance with Armstrong/USG regulations and sponsor guidelines
  • Oversee collection of MOA and letters of support

Proposal Review

  • Review proposal at an early stage to make sure it meets funder's guidelines
  • Review and refine PI's concept paper
  • Edit/critique/shorten/proofread text from first draft through final draft
  • Review proposal for compliance with agency and Armstrong guidelines and specifications


  • Circulate approval to submit proposal form to the Provost and Vice President for Academic Affairs and Vice President for Finance
  • Manage submission process whether electronically or by mail


  • Provide reminders of report due dates and assist in editing reports
  • Oversee effort reporting process
